Board of Directors

Members of the Parrish Medical Center Board of Directors serve four-year appointed terms on the governing board of North Brevard's largest health care provider and employer. Three Board members are appointed by the City Council of the City of Titusville, three board members are appointed by the Board of County Commissioners of Brevard County, Florida, and three board members appointed by the Board of Commissioners of Brevard County subject to confirmation by the City Council of the City of Titusville. The Board meets monthly in Parrish Medical Center's Conference Room on the first floor.


J. J. Parrish, III, CPA

J. J. Parrish, III, CPA was initially appointed to the Parrish Medical Center board by the Brevard County Board of Commissioners in 1987. Mr. Parrish is a Realtor©, CPA and local businessman with the Pruitt Commercial Group and Jesse J. Parrish III C.P.A. respectively. Mr. Parrish has a bachelor's of science degree in accounting from the University of Florida. In addition, Mr. Parrish obtained certification from the Florida State Board of Accountancy as a Certified Public Accountant in 1978.

Mr. Parrish has served in many leadership roles with other organizations such as, director of Barnett Bank of Central Florida, director and chair of the Audit Committee Florida East Coast Railroad, board member and treasurer of St. Johns River Water Management District, commissioner and chairman of the Legislative Committee of the Florida Department of Citrus.

He is a member of the rotary Club of Titusville.

Mr. Parrish is married and has three children. He and his family reside in Titusville.

Robert L. Jordan, Jr., CM

Robert L. Jordan, Jr., CM, was appointed to the Parrish Board by the Titusville City Council in 1998. He is currently chairman, president & CEO of Genesis VII, an engineering, logistics & construction services company.

Prior to taking over the business in early 2011, Jordan was an Engineering Process manager with United Space Alliance at Kennedy Space Center with over 31 years in the Aerospace field. Mr. Jordan has a bachelor's of science degree in Civil Engineering from Savannah State University, and a master's of aeronautical science degree from Embry Riddle Aeronautical University in Daytona Beach. In addition, Mr. Jordan is also a Certified Professional Manager, earned from James Madison University, Harrisburg, Va.  

Mr. Jordan has served on the Public Access Channel Feasibility Committee for the City of Titusville, vice chairman Planning and Zoning for the City of Titusville, Florida Governors Special Task Force on Education, president North Brevard Medical Support, executive board member Brevard County United Way, Brevard Cultural Alliance Board, Jess Parrish Foundation Board, vice chairman Titusville YMCA Board. During his eight years on the Brevard County School Board, he was appointed chairman for three years and vice chairman for two.

Mr. Jordan is married and has two children. He and his family reside in Titusville.

Herman A. Cole, Jr.

Herman A. Cole, Jr., was appointed to the PMC board of Directors in January, 2000. Mr. Cole is a retired Air Force Colonel.

Mr. Cole has an extensive background in directing, managing, and administering large, worldwide construction projects. He received a bachelor of architecture and a bachelor of arts in architectural science from Tuskegee University. He has received numerous awards and recognitions including: USAF legion of Merit, USAF Meritous Service Medal, Senior Civil Engineer of the Year, Outstanding Young Man of America, and USAF Commendation Medal.

Mr. Cole and his wife Joyce have two grown sons and reside in Titusville.

Billie Fitzgerald

Billie Fitzgerald was appointed to the Board of Directors in 2002.

Ms. Fitzgerald has been a Titusville resident for 38 years. She is a real estate broker/salesperson and has been involved in various civic organizations including The City of Titusville Housing Authority Board, Florida Federation of Garden Club's Environmental Camp for young boys and girls, Titusville Garden Club and the Cub and Girl Scouts, among others.

Peggy Crooks

Peggy Crooks was appointed to the Parrish Medical Center Board of Directors by the Titusville City Council and confirmed by the Brevard County Commissioners in 2002. She retired from banking after 34 years and is now working with Upper Mohawk, Inc., an American Indian owned company that provides IT, records management support and training to government and commercial partners.

Peggy has held leadership roles in many civic organizations most recently in Sunrise Rotary of Titusville. She is a former member of the Parrish Medical Center Women's Advisory Board and a member of the North Brevard Medical Support board.

Mrs. Crooks and her husband, Michael have lived in Titusville since 1979.

Dr. Patricia Manning

Dr. Manning, a Professor Emeritus-University of Central Florida, is a retired schoolteacher and a former Brevard County School Board member. She has a Bachelor of Science degree from the University of Tampa, a Master of Education degree from the University of Florida, and a doctorate in education from Nova University in Fort Lauderdale.  

Dr. Manning serves on the boards for the Brevard Alzheimer’s Foundation, Doctors Goodwill Foundation, Harry/Harriet Moore Cultural Complex, and International Chair of Alpha Delta Kappa Living Memorial Scholarship. 

She has received numerous awards, including the 2010 Space Coast Humanitarian Award, 2009 Spirit of Philanthropy Lifetime Achievement Award from Jess Parrish Medical Foundation, 2007 Woman of the Year from the Brevard Commission on Status of Women, Alpha Delta Kappa International Sorority: Florida Altruistic Award, International Educational Award

Lee Moore

Moore spent 17 years in the medical equipment field as a vice president of marketing, sales and customer service and later president of Ohio Nuclear. That diagnostic imaging business later became Technicare and was eventually acquired by Johnson & Johnson (J&J). Moore served in a number of leadership roles with J&J, ultimately retiring as president of Johnson & Johnson Ultrasound to start a management-consulting firm.

Moore and his wife Dee Whited moved to Titusville in 2000. Since then they have been actively involved in the North Brevard community as boating safety instructors with the Titusville Sail and Power Squadron, Titusville Sail Club members, and Titusville Playhouse volunteers. In addition, Moore has contributed his professional expertise and financial support to Jess Parrish Medical Foundation (JPMF). In 2003, Moore joined the JPMF board of directors and was elected board treasurer in 2004. He currently serves as vice chairman.

During his time as a JPMF officer, the organization restructured and initiated its first-ever capital campaign, raising $2.1 million of its $3.5 million goal to support health and wellness needs in North Brevard County.

Moore earned a Bachelor of Science in electrical engineering from Swarthmore College in Pennsylvania and a Master of Business Administration from Harvard University.

Jerry L. Noffel

Jerry L. Noffel was appointed to the Parrish Medical Center board of directors in January 2000. He is a retired general partner of a free-standing group of ambulatory surgery centers. Prior to that, he was executive vice president of St. Joseph Hospital in Lexington, Kentucky.

Mr. Noffel earned a bachelor of science degree in business administration from Murray State College in Kentucky, and a master of business administration with an emphasis in hospital administration from Xavier University in Cincinnati.

Mr. Noffel is a resident of Fawn Lake in Mims.

Maureen E. Rupe

Maureen Rupe was appointed to the Board of Directors in 2002.

Ms. Rupe has an extensive background in public service including president of Partnership for a Sustainable Future, chair and board member on League of Women Voters, charter review commission member for Brevard County 2003/2004, Brevard County Land Procedures and Policies Committee, chairman of Port St. John Library board, president of Brevard British Club.

Ms. Rupe's past activities included being a member of the North Brevard Medical Support Board, elected two terms on the Port St. John Dependent Advisory Board, the Brevard County 2001 Redistricting Committee, Brevard County 1997/98 Charter Review Commission member, Co-chair, Port St. John for Tomorrow, Parrish Medical Center Port St. John Liaison Committee, Port St. John Homeowner's Association board of directors and several terms as president, Port St. John Citizens Observation Patrol (COP), Brevard County District 1 Transportation Advisory Committee, Brevard County Gun Discharge Task Force, Brevard Visioning Steering Committee, Port St. John/Canaveral Groves Interstate 95 Interchange Committee, Board of Directors for the Marine Resource Council, and founding member of the Brevard Chapter of the United Scleroderma Foundation.

She and her husband reside in Port St. John.
